The largest of the three awards, $862,500, went to Plastic Center, Inc. for the James Sullivan building at 408 W 5th Street. The 1896 building, which started as three multistory rowhouses, finished renovations in August. The restoration repaired the original porches and masonry, and the building now contains nine apartments.

The Wilson House at 1243 Locust Street is also getting new apartments. Wilson House Apts, LLC received $204,800 to renovate the exterior of the building and create five apartments. The work is expected to be finished by the end of the year under the city's April 2025 contract.
