DES MOINES: The statewide lead on Constitutional Amendment 1 has changed hands. With 171 of 1,656 precincts reporting, Yes leads No, 121,923 votes to 117,092, about 51.01 percent to 48.99 percent. Yes led early in the evening, No moved ahead by 74 votes at 8:39 p.m., and Yes is back in front by 4,831 votes at 8:53 p.m.
If Yes holds, the Iowa Constitution would require a two-thirds vote of both legislative chambers to raise the individual or corporate income tax rate or create a new income tax. If No holds, the simple-majority rule stays.
In Dubuque County, Yes leads No, 16,197 votes to 14,367, about 52.99 percent to 47.01 percent, with 21 of 34 precincts fully reporting and absentee ballots complete.
This is a lead change, not a call. Only 2 of 99 counties are reporting statewide, and the Associated Press has not called the measure. These are unofficial results and they will move as more precincts report. Results stay unofficial until the county and state canvasses certify them.
