DUBUQUE, Iowa — At approximately 2:16 a.m. on May 25, 2025, Quinn Jordan Jay, a 19-year-old resident of Dubuque, was taken into custody at the intersection of W 16th St and Cornell St, as reported by the Dubuque Police Department.
