**DUBUQUE, Iowa — Corlandis Deshawn Chester, a 38-year-old resident of Dubuque, was apprehended on July 8, 2025, at approximately 5:54 a.m. at 770 Iowa Street. He faces numerous grave charges following a vehicle accident that resulted in injuries to two children and another party. The charges against him include: Child Endangerment – Serious Injury (a felony), Child Endangerment – Bodily Injury (a felony), Neglect or Abandonment of a Dependent Person (a felony), Leaving the Scene of an Accident – Serious Injury (a misdemeanor), and Driving While Barred (a misdemeanor).**

**The arrest is linked to a crash that occurred on July 2, 2025, on University Avenue near Irving Street. Reports indicate that Chester was driving eastbound when he allegedly crossed the centerline, colliding with a westbound vehicle operated by an individual named Stillings. According to police accounts, Chester fled the scene with two young children in the backseat of his car. The children were later found and taken to a medical facility, with one child requiring urgent air transport via Air Car One to the University of Iowa Hospital due to the severity of their injuries. Stillings suffered minor cuts to his arm but refused medical treatment.**
