
Dubuque, IA – On June 24, 2025, the Dubuque Police Department responded to an incident at the residence located at 31 E. 24th Street, leading to the arrests of two individuals on multiple charges, including child endangerment, domestic abuse, and interference with corrections officials.
At around 6:15 A.M., Pernell Davion Marshon, age 28, who resides in Dubuque, was taken into custody by Officer J. Vauthier. Marshon faces charges of Child Endangerment (Misdemeanor) and Interference with Corrections Official – No Injury/Damage (Misdemeanor). The arrest is recorded under case number AR 2025004429, initiated due to an incident at the specified address. However, authorities have not disclosed specific details surrounding the charges against Marshon as of yet.
Following Marshon’s arrest, at approximately 6:41 A.M., Lazzaria Arnetta Barnes, a 23-year-old resident of Dubuque, was also arrested by Officer D.R. Doerges at the same location. Barnes is charged with Domestic Abuse Assault with Injury – Simple Assault (Misdemeanor) and Child Endangerment (Misdemeanor). These arrests are believed to be linked to a domestic disturbance, but further information regarding the child’s involvement or the specifics of the events has not been included in the initial report.
Both Marshon and Barnes were placed into custody and subsequently processed at the Dubuque Law Enforcement Center.
