Dubuque Sees Trio of Arrests in Morning Hours: Failures to Appear, Disorderly Conduct, and Driving While Barred

A busy morning saw three individuals taken into custody by local authorities. The first arrest was made at 6:10 AM on November 15, when Quincy Cartrell Collins, a 19-year-old male, was arrested for Failure to Appear (non-felony) and Arr(serious) at 770 Iowa St.

Just over an hour later, at 4:34 AM, Takota Dalyn Hovious, also 19 years old, was taken into custody for Disorderly Conduct-obstructing Streets/sidewalk/highway. This arrest occurred at 676 University Ave.

The third and final arrest of the morning took place at 7:20 AM when Robert Kenneth Thomas, a 61-year-old male, was arrested for Driving While Barred at 4200 Dodge St.
