Two Individuals Taken Into Custody in Dubuque on Various Charges After Incident on Washington Street

DUBUQUE, IA – On July 26, 2025, law enforcement officers apprehended two individuals at 1455 Washington St, Dubuque, Iowa, related to distinct events involving assault and associated charges, as reported by the Dubuque Police Department.

At around 8:14 PM, Lionel Stampley, a 50-year-old man, was arrested by Officer R. Leitzen on multiple counts. Stampley is charged with Assault While Displaying a Dangerous Weapon, 1st Degree Harassment, Possession of Drug Paraphernalia, Possessing/Carrying a Dangerous Weapon While Under the Influence, and Public Intoxication, all categorized as misdemeanors. The arrest, documented under AR 2025005303, ensued following an incident at the Washington Street premises. A criminal complaint was lodged by the Dubuque Police Department on July 27, 2025, relevant to Stampley’s case (D0001).

Shortly thereafter, at 8:18 PM, Marvin Lamont McDowell, a 61-year-old man, was also arrested at the same location. McDowell faces charges of Assault-General and Criminal Mischief 5th Degree, with both being misdemeanor offenses. A criminal complaint was filed by the Dubuque Police Department on July 27, 2025 (D0002). McDowell also filed an application for counsel and a financial statement (D0003). Furthermore, Magistrate Matthew W. Boleyn scheduled McDowell’s initial appearance hearing for August 19, 2025, at 10:30 AM, setting a $1,000 unsecured bond (D0004). On July 27, 2025, a no-contact order was issued by Magistrate Boleyn, along with remarks indicating “CC PRTP-NVA” and “CC PRTP” (D0005).
