
DUBUQUE, IA – On July 17, 2025, at 7:30 AM, Malik Khalil Jacobs, a 27-year-old resident of Dubuque, was apprehended at 770 Iowa Street by Officer D.I. Ostendorf of the Dubuque Police Department. The arrest was a result of a failure to appear warrant linked to a previous conviction for Operating While Under the Influence (OWI), first offense, classified as a serious misdemeanor.
According to court documents, Jacobs was charged with OWI on November 7, 2024, following an incident reported by the Dubuque Police Department. He pleaded guilty to the charge on March 3, 2025, through a negotiated agreement before Judge Mark T. Hostager, in Dubuque County Case No. 01311 OWCR157396. Jacobs received a 92-day jail sentence, with credit for time served; however, 90 days of the sentence were suspended. He was also fined $1,250 and placed on a 24-month probation period, during which his driver’s license was revoked as part of the sentencing.
After his conviction, Jacobs did not adhere to the financial obligations mandated by the court, prompting a notice of non-compliance and a payment plan notice issued on June 3, 2025. Richter issuing a public/bench warrant on July 16, 2025, which led to his arrest the following day.
