Dubuque Man’s Court Appearance Scheduled Following Fatal Hit-and-Run Incident.

Bailey Foht pleaded not guilty to all charges in a written plea submitted in June, and a jury trial has now been scheduled for September 16, 2025, at 8:30 a.m.

On June 13, 2025, a criminal case titled State of Iowa vs. Foht, Bailey Scott (Case Number: 01311 FECR160075) was initiated in Dubuque County, as documented in the Electronic Document Management System (EDMS). The charges stem from a tragic hit-and-run incident that occurred on June 12, 2025, at 6:38 p.m., when Dubuque Police arrived at the scene of a car versus pedestrian collision at the intersection of Loras Boulevard and Locust Street.

Kalissa Reeder, age 38, of Dubuque, was struck by a vehicle operated by Bailey Scott Foht, age 26, also of Dubuque, as she crossed Locust Street against a red light. Foht subsequently fled the scene. Reeder was transported to MercyOne Dubuque Medical Center, where she was later pronounced deceased.

Foht is facing three charges in connection with the incident: Count 1, Homicide by Vehicle – Operating Under the Influence, classified as a Class B felony; Count 2, Homicide by Vehicle – Reckless Driving, categorized as a Class C felony; and Count 3, Involuntary Manslaughter.
