
DUBUQUE, IA – On June 28, 2025, law enforcement officials from the Dubuque Police Department apprehended two individuals, identified as Matthew Bryce Reed, age 31, and Heather Jane Paar, age 35, at the residence located at 466 W 3rd St. The arrests were made following separate incidents connected to charges of child endangerment and violations of protective orders.
According to the police reports, Matthew Bryce Reed was taken into custody at 1:22 p.m. on allegations of child endangerment and contempt for breaching a no-contact or protective order. This arrest is logged under report number AR 2025004551 and was executed by Officer J. Vauthier. Shortly thereafter, at 2:00 p.m., Heather Jane Paar was also arrested at the same address, facing analogous charges: child endangerment and contempt for violating a domestic abuse protective order.
Both individuals are facing misdemeanor charges as classified under Iowa law. The child endangerment allegations suggest that actions taken may have compromised the safety of a minor, whereas the contempt charges arise from disobeying court-issued protective orders aimed at ensuring safety in domestic environments.
Reed is currently held on a cash bond of $5,000, while Paar is being held with a 10% cash bond amounting to $500.
