
DUBUQUE, Iowa – June 27, 2025 – The Dubuque Police Department, in conjunction with the Iowa Department of Revenue (IDR), executed a series of underage alcohol compliance checks during the week of June 23, 2025. This initiative is part of a continuous effort to curb illegal alcohol sales to minors within the city, showcasing the department’s commitment to enforcing Iowa’s alcohol regulations and promoting a compliant retail atmosphere.
The compliance checks, organized by the Dubuque Police Department, involved underage individuals, acting under police supervision, attempting to purchase alcohol at 21 liquor-licensed establishments throughout Dubuque. Out of these locations, 20 successfully passed the checks by refusing to sell alcohol to the underage customers, while one establishment failed and was cited for an illegal sale. The employee responsible for that sale received a citation and faces a criminal penalty of $645, as stipulated under Iowa Code 123.49(2)(h). Licensees or permittees found in violation of these laws could incur fines of up to $1,925.
The Dubuque Police Department collaborated with the IDR’s Iowa Program for Alcohol Compliance Training (I-PACT), a complimentary training program created to educate employees of liquor-licensed businesses and prevent underage alcohol sales. I-PACT equips servers and sellers with necessary tools and information to adhere to state alcohol regulations, providing certification upon successful completion of the online training. Certified employees can help their establishments mount an affirmative defense against civil penalties in cases of illegal sales.
