
DUBUQUE, IA – On June 12, 2025, at 6:38 p.m., officers from the Dubuque Police Department responded to a tragic incident involving a vehicle and a pedestrian at the intersection of Loras Blvd. and Locust St. Kalissa Reeder, a 38-year-old resident of Dubuque, was crossing Locust St. when she was struck by a vehicle while disregarding a red traffic signal. The driver, identified as Bailey Scott Foht, a 26-year-old from Dubuque, fled the scene of the accident. Reeder was subsequently transported to MercyOne Dubuque Medical Center, where she was declared dead.
Authorities located Foht at the Days Inn shortly after midnight on June 13 and took him into custody. He is facing serious charges for leaving the scene of an accident that resulted in death, classified as a Class C felony, which carries a potential sentence of up to 10 years in prison. It is important to note that these charges are allegations, and Foht is presumed innocent until proven guilty.
Foht is currently being held on a cash bond of $500,000.
