**DUBUQUE, IA – On June 12, 2025, at 6:38 p.m., the Dubuque Police Department responded to a tragic incident involving a car and a pedestrian at the intersection of Loras Blvd. and Locust St. Kalissa Reeder, a 38-year-old resident of Dubuque, was hit by a vehicle while she was crossing Locust St. against a red traffic signal. The driver involved in the incident, identified as Bailey Scott Foht, 26, also from Dubuque, fled the scene immediately after the collision. Tragically, Reeder was transported to MercyOne Dubuque Medical Center, where she was later pronounced dead.**
**On June 13, Foht was found and apprehended at the Days Inn. He now faces serious charges for leaving the scene of an accident that resulted in death, categorized as a Class C felony which carries a potential sentence of up to 10 years in prison. It is important to note that these charges are merely allegations at this stage, and Foht is presumed innocent until proven guilty.**
